CHAPTER ONE
INTRODUCTION
- Background
1.1.1 NGO (Non Government Organization)
Non government organizations are the services organizations that are especially established for providing social services to the public or community for social welfare. Various NGO's have their own criteria, mission, scope and services. NGO works for various purposes in various areas such as BASE for poverty Alleviation, UN Works for child and women welfare, HIV AIDS, Health and education sectors etc. In Nepal numerous NGOs are working for social service, welfare, peace, unity and progress etc
History of NGO in Nepal
We are familiar with the term nonprofit. Nonprofit organizations have contributed significantly to the health and well being of our citizens. They are not only business savvy, but also influential in the political arena, and are capable of long-term, high-quality programs. Although this situation pertains in the case of the United States, United Kingdom etc., it is not this way in many other countries. In Nepal, for example, the term or translation for nonprofit is not well known. Up until the early 1990s, His Majesty's Government ran nearly all public social service programs. If the government did not run a program, it controlled all of the money that came from donor countries that was meant to go to and encourage small grassroots movements and local nonprofit agencies. Hence, there were few incentives for individual Nepalese to establish organizations and services that could meet the social needs of their communities. In addition, the bureaucratic process to obtain funds was daunting and often did not lead anywhere. After the people's movement and subsequent democratic reforms that took place in 1990, the Nepalese government announced that local nongovernment organizations (NGOs) could now directly contact international nongovernment organizations (INGOs) and donor governments for "technical, material and financial assistance" to meet their organizational goals. As a result, individual, well-intentioned groups of Nepalese could now directly and much more easily access the funds and expertise they needed to help their communities prosper, and lead more stable, healthy lives. They no longer had to go through His Majesty's Government to seek permission to operate and acquirethenecessaryfunds. Since the early nineties the number of NGOs and INGOs in Nepal has grown exponentially. There are NGOs now for nearly every conceivable need. One can obtain a list at the Social Service National Coordination Committee (SSNCC) that is bound together like a book. For most, this change was welcome. People complained previously that the government had been ineffective in most of its programs and there was widespread suspicion that government program administrators had pilfered a great deal of the money. Despite these changes, over the past few years many of the people's hopes and expectations for the "NGO movement" have been unfulfilled. Progress is not being made at the rate hoped for. Critics point to NGO's that exist only in name. Some also believe that NGO's are merely small business opportunities, where staff members have access to substantial foreign funds and use these funds to further their own careers or fill their pockets. Unfortunately, these impressions have tainted the good work that many NGO's in Nepal are carrying out. Yes, many NGOs lack the financial, managerial, and technical skills to be genuinely effective. But rather than write them off as unproductive or hopeless, perhaps these organizations need assistance or expertise in specific areas before they can effectively carry out their organizationalmission. In Nepal you will hear a great deal of talk about NGOs, their potential, and their shortcomings. Nearly all the volunteer opportunities listed in this booklet are associated with NGO's. It has become a well-known term in developing countries, where individuals have acted on their own to address the needs of their people. A great deal is written about this phenomenon, not only in Nepal, but in the developing world as a whole. NGOs, governments, and donor agencies alike are continually learning more about how to make more effective use of NGO's, and how to better provide them with the tools and insights they need to reach their goals.
