CHAPTER 1
INTRODUCTION
Background Information
Disability is usually defined as “a loss or restriction of functional ability or activity as a result of body or mind”. (Oxford English Dictionary.
A person with a disability is somebody who has a physical or mental mutilation that considerably limits one or more foremost life activities, such as caring for oneself, performing physical tasks, walking, seeing, hearing, speaking, breathing, learning or working (Hey, S.C., and Zola, I.K. (Eds.). 1995).
Nepal is a secular, independent kingdom moving towards the system of Democratic Republican for which the aims and policies adopted by the government followed by the executive must be presented to be rational. Disables should have the same right to work and equality of opportunity to employment as well some special provisions must be made to inculcate the issue of the employment to disables. The nature of the work and opportunity to grow and develop should be provided to the disables due to which they can contribute for the development of the mankind.   Despite of their knowledge, skill and efficiency, most of the disables are probable to work in lower-paying jobs, for which Banks and financial institutions of Dang are not an exceptional. Those with disabilities are less probable to have higher executive or managerial levels. (Cook, D., Kunce, J., & Getsinger, S. 1996).
In an increasingly changing and competitive workplace in the global market, employers increasingly value their human resources, the women and men whose vocation consequences in the profits and outcomes that remain companies and organizations in business (Bruyere, S.M., and O’Keeffe, J., 1994).
The original intentions are to study the situations of disables in the banks of Dang. The research conducted will emphasize disability employment policies, legislation and services; and to extend coverage to all the financial government and non- government organizations and Banks to include the relevant physically challenged as an employee to the development of the organizations, self and the nation.

The first introductory chapter includes the introduction of research, statement of problem, objectives, limitation, and importance and justification of the study. The second chapter has elaborated the major parts of the literature review. The third chapter has mentioned the Research Methodology with data and tables. Chapter 4 has elaborated summary findings and recommendations of whole study.   Different annexes are mentioned at the last of this thesis. The details of the Banks and the respondent are also included in the same.
Review of Literature
Bank as an institution originated from Italy. The bank of Venice, established in 1157 A.D. was the first bank in the world. According to Nepal Rastra Bank, the Central Bank of Nepal, currently 31 A class, 87 B class, 79 C class and 21 D class Banks are operating their branches in different places of Nepal. (28th Oct, 2011,Artha Bishesh(Nepal Television, 10:30 am)Kathmandu) . Even Sanima Bikas Bank, a B class bank is about to be converted in A class bank in recent days.
Over a billion people, about 15% of the world's population, have some form of disability (World Report on Disability, 2011). Eighty percent of the world’s disabled people live in developing countries,(ILO, 2007; UN 2006; UNDP, 2006)       Historically, people with disabilities were treated as passive recipients of support based on feelings of pity. According to UN Convention on the Rights of the Child signed by Nepal in 14th Sep, 1990, “Government must do all they can to provide free care and assistance to children with Disability”(Article 23) In Nepal 7-10% of the population are disabled.
Employment Policies for Disabled People: a review of policies and services in fifteen countries by University of York was published in its research series in October 1993 was jointly applied through GLADNET (Global Applied Disability Research and Information Network). The two very high employers of disabled people were Nanglo Bakeries and The Bakery Café which is it part of the Nanglo chain.
A study of the legislation, schemes and services aimed at integrating disabled people into the workforce' in the European Union member states (except the UK) in was published in October 1993 by the Employment Department in its Research Series as Employment Policies for Disabled People: A review of legislation and services in fifteen countries. useful for the countries developing disability employment policies and considering ways forward. Hence the debates aroused for aspect of disability and employment, including departments of labor, welfare, health, and social security. Responsibility was typically scattered across a number of departments and not necessarily co-ordinate. Thus, the target groups are those persons with a disability that:(a) is attributable to an intellectual, psychiatric, sensory or physical impairment or a combination of such impairments;(b) is permanent or likely to be permanent; and(c) results in(i) a substantially reduced capacity of the person for communication, learning or mobility; and (ii) the need for ongoing support services. The services on offer consist of rehabilitation, therapy, social and cultural activities and sport, to stimulate the personal development and social integration of the employees (Royal Decree 2273/1985). (Labor Guide, Spain,1995)
The preamble of the Interim Constitution  described as one of its functions guaranteeing “the basic rights of the Nepali people to frame a constitution themselves” After 2006 April jana andolan Persons with Disabilities and their organizations  advocated to ensure their special rights in the new constitution of Nepal. Nepal government has ratified the UN Convention on the Rights of Persons with Disabilities and its Optional Protocol. The ratification demonstrated the government’s commitment to protect and promote the human rights and dignity of Persons with Disabilities. The rights of PWDs mentioned in the convention will be reflected in the national legal frame work as well as the new constitution of Nepal. The key activities included activities for building self Confidence and minimize inferiority complexThey have no opportunities to go school, no assertive devices, no proper care due to this they are dying within short periods. Most of the PWDs depended on their parents and have no job guarantee. Government has no provisions to support their daily living. (Activity Report from Nepal, April 13, 2010 ~ 9:57 am) Nepal government has made new policy on the disability identity card. There is provision of 4 grades on disability.
1. Red Disability Identity Card for Profound disability,
2) Blue Disability Identity Card for Severe Disability,
3) Yellow Disability Identity Card for Moderate Disability and
4) White Disability Identity Card for Mild Disability.
It is also good to recall here that two persons from disabled community Mr. Raghabir Joshi (deaf person) and Ms. Indira Gurung (physically disabled) have been nominated as CA member. International Year of Disabled Persons (1980), when the disability rate in Nepal was estimated at 3% (William Boyce, Shankar Malakar Robert Millman and Krishna Bhattarai). Due to ignorance, Bad Karma is considered the causes of disability.
The vision of Workability International is that worldwide, people with disabilities will have the same right to work and equality of opportunity to approach, developed in the United States and Canada, in which employers are required to accommodate the known limitations of disabled employees, and the European approach in which employers are required to make their entire workplaces accessible. Financial incentives are increasingly used to facilitate the employment of disabled people .Financial incentives to employers include grants, relief from social security contributions, tax credits and wage subsidies. This involves a commitment to the following inclusionary principles:
  • Adoption and promotion of inclusionary policies and practices.
  •  Removal and prevention of architectural and design barriers.
  •  Adoption of affirmative strategies to include people with disabilities in mainstream educational, vocational, political, and recreational activities.
  •  Support for, and constructive engagement in organizations for disables
  •  Provision of cost-effective assistive technology.
The Role of the World Bank:-
The World Bank can foster the social and economic inclusion of disabled people by changing operational practices, engaging in inclusionary lending and non-lending activities. These proclamations would cause following changes:-
  • Adopting a comprehensive Bank wide inclusionary policy
  • Taking affirmative steps to employ people with disabilities:
  • Removing existing architectural barriers at Bank facilities:
  • Lending Initiatives
  • Significant opportunities also exist for the World Bank to foster the global inclusion and
  • Empowerment of people with disabilities through initiatives inLending for development activities and social programs,   Lending for physical infrastructure.
  • Contributing to the global knowledge base on disability:
  • Facilitating disability related training and education for the international development
  • assistance community:
  • Supporting and constructively engaging organizations of people with disabilities:
  •  Promoting research and development in the area of assistive technology:
(Metts. Robert l.,( 2000) ( Disabilities issues,, trends and Recommendations for the World Bank)
Hypothesis
Nepal is a developing country. Since from 2062/063 B.S.(2006 AD), the  development of  Bank and Banking Services is extending day by day. However due to social and economic hindrance, the researcher could assume following hypothesis:-
  1. The number of physically disabled employees in the banks of  Dang  is Nil,
  1. Very few banks in Dang have  special accounts only for disables,
  1. The  loan approvals in the name of disables  in Dang is Nil
  1. The contribution of CSR in the field of disables by the banks of Dang is Nil and
  1. The Bankers thinks that Disables can also work as efficiently as normal.
Research Methodology:-
The research includes an overall analysis of the involvement of physically Challenged handicaps in the banks of Dang.  This research study includes a tentative qualitative and quantitative analysis. The data included in this research is obtained from the exclusive personal field visit by the student. The responses were collected through a method of filling scheduled Questionnaire as per the Census method. The additional data collections are extracted through Internet websites, newspapers, magazines and personal interview with the respondents.

Source of Information
The Research includes different data using three types of sources:-
  • Primary Source:-
In primary source of data collection method, investigator collects data by visiting the concerned sector or the person. The research also focus to discover the rate of application of disables for the employment, attitude of the Bankers, existence of Special a/c, rate of loan approvals and the degree of  CSR in the field of  Disables by the banks of Dang.
Limitation of the Study
The Research is conducted and elaborated with a grate care and through analysis of the data. However, the following limitations and error may occur:-
  • Secondary and primary data used for information may have errors.
  • The in - depth analysis was not practicable due to lack of availability of data.
  • The questionnaire may not include exact information because of the assumptions that the respondents are perfect for the question.
  • The study has been completed within a limited time. So, adequate information may not be available.
  •  The questionnaire for both the Central and Branch Offices were same.
  • Sampling method cannot be used.

CHAPTER 2
DATA ANALYSIS AND MAJOR FINDINGS
Presentation and analysis
A picture speaks more than a thousand words. The data are presented and analysis by various tables and charts. While analyzing and interpreting the obtained data, data processing has been in terms of table, graphs and charts.
 Data presentation:-
Data presentation as follows shows the true and real picture of the situations and possibilities for the employment for disables in the banks of Dang. The most valuable and crucial tools to show the true and actual position of any subject matter are its data. By analyzing the data, the core problem as limitation of the projects and implementations can be easily found out. Therefore this chapter focuses on presenting the data related to the topic of the project.

This table above indicates the total number of Cards distributed on the basis of grades on their disability. Yet, the census and the data collection process of the organization is continuing. Many more disables will further be registered. Among which Blue, Yellow and White Card holders can work for the upliftment of the society.
Table 2. No. of Banks having Disable employee in their branch existing in Dang

Hence by sorting out the data obtained by the respondent, it is clear that one and only Rastriya Banijya Bank (an A class Government Bank) has employed a physically challenged employee in the Branch of DangHowever, there exists nominal participation of Physically Challenged people in the banks of Dang as an employee.
According to the Mr. Kishor Rijal(Branch Manager, Nepal SBI Bank ltd), two physically challenged people  are working as a branch manager in Nepal SBI Bank ltd. Their details are as follows:-
  1. Mrs. Viva Chaudhary Rampur, Birgunj
  1. Kiran TiwariKathmandu
On the test of attitude whether the physically Challenged people should be given to work with normal employee, 100% (all 26/26) respondents clearly stated that they should be given the chance to work with normal people and develop their career in Banking Sector.
Table 3.Is the working with disables difficult?

Hence concerning the data included in the table and graphs demonstrate that maximum number of Bankers don’t feel any difficulty to work with disable people as their corporate. However, a considerable number of Bankers showed no response as don’t know. They might have no idea due to the inexperience of working as a team with physically Challenged people. This analysis may be situational on the basis of disability.
Table 4. Banks having Special a/c only for disables

Hence by sorting out the data included in the table and graphs demonstrate that maximum number of Bank don’t have any Special a/c for disable people. However, considerable attempts have been done by some of the Banks.
The list of Banks having Special a/c only for disables operating in Dang are:-

Fig:-Banks that have issued loans in the name of Disables
Hence, by analyzing the above table and pie chart, we can conclude that only very few Banks less than 50% have issued loans in the name of disables. Hence the overall economic, social and educational development of disables is hindered.
In the case of CSR, no banks have contributed its CSR for the upliftment of Disables
Table 6.Banks providing Discounts on Service Charge for Disables
The list of Banks that provides Discounts on Service Charge in Dang are:-
  1. Rapti Bheri Bikas Bank ltd.
  1. Kist Bank ltd.
  1. Rastriya Banijya Bank ltd.
  1. Prabhu Finance Company ltd.

Hence, by analyzing the above table and pie chart, we can conclude that only very few (nominal) Banks less than 25% provide discounts on service charge for disables. The discount is applicable only in the draft issuance and loan processing. Hence the overall economic, social and educational development of disables is hindered.
Table 7.Preference for any normal post(Associates)

Hence, in the questionnaire choose the associate to employ for any normal post in which both can work, if they both can work. (15/26) have chosen the normal person while (11/26) bankers have chosen the disables for the post, only incase the necessary skill, abilities and qualifications have been met. The core theme to be understood is that the skill and knowledge can be given to any person while the attitude of any person is very hard to change.
